Topic: Portugal, a platform for the economy of the sea and Atlantic gateway of the Maritime Silk Road to Eurasia, America, and Africa In person and online

On the initiative of the Union of Portugal-China Cooperation and Friendship Associations, through the joint action of the Portugal-China Chamber of Cooperation and Development and the Observatory for China, the III International Portugal-China Cooperation Conference took place in Lisbon, combining the in-person and digital, pursuing the successful objective of promoting multilateral cooperation between the two countries.
Around 30 speakers, 70 in-person participants, and more than 800 online, from Portugal, China (Pekin, Macau...), Brazil, Mozambique, Timor, Angola, Guinea... the European Union countries (Spain, France, Netherlands...), and all continents, participated in this Conference and continue to access its full recording_ distributed across 3 thematic sessions, through the recording that remains on Facebook and Youtube.
H.E. the President of the Republic, Prof. Dr. Marcelo Rebelo de Sousa, shortly after his hospital stay that coincided with the work of the III Conference, meaning that he “...was not available to participate”, sent a message to the III Conference, in which he “wishes them every success”.
This initiative also aimed to support the realization and development of the 17 agreements signed during President Xi Jinping's visit to Portugal, particularly within the scope of the new “Silk Road”, which involves a maritime and a land/rail route and the Portugal-China Partnership 2030, which establishes the terms and conditions for the promotion and development of scientific and technological cooperation,
The III Conference, on a political level, intended to contribute to easing the tension between Europe and China, and in this way to reinforce Portugal's interests in this relationship with China, and to promote the debate, between different opinions, for the construction of a peaceful and common future for Humanity, based on each country choosing its own path to democracy and sustainable development.
With UCCLA (Union of Luso-Afro-American-Asian Capital Cities) as host, the III Conference was opened by its Secretary General, Dr Vitor Ramalho, Prof. Ye Hailin DDG of Bureau of International Cooperation, Chinese Academy of Social Sciences, and Vice Dean of National Institute of International Strategy and by the Chinese Ambassador to Portugal, Dr. Zhao Bentang, and closed by Dr. Alexis Tam Chon Weng, Head of the Economic and Comercial de Macau and by Doctor Eurico Brilhante Dias, Secretary of State for Internationalization, also counting on the interim intervention of the Minister of the Sea, Prof. Dr. Ricardo Serrão Santos.
As suas 7 conferências e 3 mesas redondas, cobriram todos os grandes temas da cooperação económica e social, científica e tecnológica, tendo a primeira destas como moderador o jornalista Paulo Dentilho (RTP), a segunda a Prof Drª Teresa Cid, U. Lisboa e o General Pinto Ramalho, Diretor da Revista Militar e a terceira a Profª. Drª Andreia Valente, investigadora do ISCSP-U. Lisboa.
Its 7 conferences and 3 round tables covered all the major themes of economic and social, scientific and technological cooperation, with the first moderator being journalist Paulo Dentilho (RTP), the second being Prof. Dr. Teresa Cid, U. Lisboa and General Pinto Ramalho, Director of the Military Magazine and the third, Profª. Dr. Andreia Valente, researcher at ISCSP-U. Lisbon.
The seven conferences, designed to be guided by scientificity, diversity, and comprehensiveness, placed the debate at the heart of the country's and humanity's current problems: “A Common Future for Humanity and China's first steps towards Eco Civilization”, the position of Prof. Dr. António dos Santos Queirós. Secretary General of CCDPCh _ Portugal-China Chamber of Cooperation and Development; “EU-China cooperation on Green transition for mitigating global climate change”, by Prof. Dr. Zhang Min, director of the CASS Studies Institute – Chinese Academy of Social Sciences; “China's cooperation with Portugal and other Portuguese-speaking countries”, by Dr. Rui Lourido, president of the Observatory for China. And the reply, in a global international vision, by Prof. Zhang Yuyan. Senior Fellow and Director-General of the Institute of World Economics and Politics (IWEP), Chinese Academy of Social Sciences (CASS), member of the Foreign Policy Advisory Group of the Ministry of Foreign Affairs of China, an expert on the Advisory Committee for Economic & Trade Policy of the Ministry of Commerce of China.
On the second day, work began with two conferences on the theme “China and the New International Order”, by Dr. Júlio Pereira. Union of Portugal-China Cooperation and Friendship Associations. President of ICODEPO and Dr. Jorge Costa Oliveira, jurist (Former Secretary of State for Internationalization and Former consultant to the Government of Macau)
The III Conference brought together all business associations that cooperate with the RPCh, the university, the administration, and political entities.

The 1st round table was coordinated by journalist Paulo Dentinho, and dedicated to the themes of A New Era, environmental crisis, and ecological transition. The new Integrated Maritime Policy of the European Union and the National Strategy for the Oceans. The Sea Cluster. Mission and projects. The strategic importance of the Port of Sines and the Atlantic ports on the Maritime Silk Road. A European gauge railway network interconnected with Spain and the Eurasian Silk Road. The strategic role of air transport.

The afternoon session began with the Conference: Cooperation between China and Portugal and the remaining Portuguese-speaking Countries, by Dr. Rui Lourido, president of the Observatory for China and Cultural Coordinator of UCCLA _União das Cidades Capitais Luso-Afro-Américo- Asian.
It continued with the second round table, coordinated by Prof. Drª Teresa Cid, U. Lisboa, and General Pinto Ramalho, Director of Revista Militar, on The future of Europe, in light of the Civilizational and Environmental Crisis and the Chinese concept of a New Era. Macau's strategic role in the Greater Bay Area project and the construction of a new international order of peace and cooperation. The Chinese conception of power, defense, and security in international relations. Political, Economic, and Financial cooperation, Cultural, Scientific, and Technological cooperation.
